The Future of Attendance Advocacy in Georgia: Previewing TIP’s New Strategic Plan

When TIP first opened its doors in 1991, the challenges students and families faced were very real, driven by factors like poverty and systemic barriers. But nearly 35 years ago, they were different in scale and intensity. Over the decades, the landscape has evolved. Absenteeism has surged, fueled by worsening inequality, housing insecurity, the COVID crisis, and strained mental health systems.

  • In 2024, Georgia’s chronic absenteeism rate stood at 21.3%, up from 20.1% in 2021
  • Atlanta Public Schools had a much higher rate of chronic absenteeism—34.5%
  • Nationwide, chronic absenteeism has nearly doubled since 2018, reaching 26% in 2023

The fact is that students and families in 2025 confront deeper, more entrenched challenges than ever before.

But this moment also holds promise. With SB123 now law, Georgia leaders have reframed chronic absenteeism as a community concern—not just a school-level issue—creating new accountability and opportunities for collaboration. As the only program of its kind in Georgia, I believe TIP is uniquely positioned to meet this moment.

Our new strategic plan—currently underway—brings together the expertise of Journey Forward Strategies LLC, led by Shan Cooper, with the energy of our leadership team, the steadfast guidance of our passionate Board, and the commitment of partners across the state.

It’s a bold new direction for an organization with over three decades of proven impact. Here’s a preview of what’s ahead:

  • With chronic absenteeism under a statewide spotlight, our work will extend beyond direct support for students and families. We’re leveraging decades of in-the-trenches experience to equip school systems, policymakers, and community partners across Georgia with the tools, data, and strategies they need to make lasting change.

  • Through stronger partnerships, TIP will chart a bold path forward that addresses the immediate needs of students and families and strengthens the systems around them. Together, we can turn the tide on absenteeism, improve educational outcomes, and uplift communities statewide.

  • We will be expanding our early intervention model to include middle schools—addressing attendance challenges before they escalate, supporting students through critical transition years, and setting them on a stronger path toward high school success.

  • Building on proven success, we’ll add additional school-wide attendance incentive programs that boost engagement. Positive reinforcement not only motivates students; it strengthens the connection between schools and families.

  • We will be growing our team to deliver more extensive and intensive services, ensuring that every student and family referred to TIP receives the support needed to overcome barriers and thrive.

This is just the beginning. In the months ahead, we’ll share more about the bold changes, new initiatives, and expanded partnerships driving TIP’s next chapter.
